Scrap merchants here have to keep a book detailing where everything came from. Makes it harder, but metal still gets stolen.
There is finally a move towards controlling the crooked scrap business and stopping cash payments which can't be traced but the damage has already been done. more disturbing is the removal of commemorative plaques for those who lost their lives...
